ПУБЛІЧНА ПОЛІТИКА З ПИТАНЬ ІНКЛЮЗИВНИХ СИСТЕМ ОСВІТИ: НОРМАТИВНО-ПРАВОВИЙ КОНТЕКСТ МІЖНАРОДНОЇ ПРАКТИКИ

Досліджуються особливості національного законодавчо-правового контексту інклюзії, що закріплює міжнародні принципи рівності та антидискримінації. Обґрунтовується нормативно-правовий контекст забезпечення права всіх здобувачів на інклюзивну, справедливу та якісну освіту, безперервне навчання; створення недискримінаційних економічних, соціальних, культурних чи особистих умов реалізації права на освіту. Здійснюється аналіз правової складової забезпечення інклюзивної освіти. Прослідковується еволюція поглядів на інклюзивнісь в освіті, починаючи від акцентуванні на понятті «інтеграція» (включення здобувачів з особливими освітніми потребами в основну систему освіти), з переходом до «інклюзії» (зосередженої на «навчальних можливостях» для всіх здобувачів), і усвідомленню більш сучасного і широкого розуміння інклюзивної освіти як справедливої та високоякісної освіти для всіх здобувачів. Надається правозахисне, освітнє, соціальне, економічне обґрунтування переваг інклюзивної освіти для формування та реалізації публічної політики. Визначаються подальші пріоритети розвитку інклюзивних систем освіти в політико-правових практиках держав.
