Військова агресія Росії спочатку проти Молдови та Грузії, а починаючи з 2014 року і проти України поставила на порядку денному як для цих країн, так і загалом для всього світу питання розробки нової адміністративної парадигми управління державою за умов кризи. Її визначальною особливістю має стати урахування зовнішніх та внутрішніх деструктивних факторів впливу, адаптація до змін середовища з одночасним спрямування на забезпечення ефективного сталого розвитку регіону.
